You can find the announcement here .. http://googlewebmastercentral.blogspot.com.au/2015/02/finding-more-mobile-friendly-search.html A number of the world's biggest brands are about to be punished by Google's latest update to its search results algorithm — unless they quickly make their sites more mobile-friendly. Google announced in February it is making changes to its mobile search algorithm to give “mobile-friendly” sites — those with large text, easy-to-click links, or those with responsive design (which means webpages uses the same URL whether they are on desktop or mobile, but “respond” according to the screen size of the device) — higher rankings in search results.
Google's own “Mobile-Friendly Test” to carry out the research, You can do your website test here .. https://www.google.com/webmasters/tools/mobile-friendly/. If you do need help please contact me here - http://www.naveen.com.au/contact-me

What I Recommend

I recommend to use Responsive Web design as you don't need to maintain two versions of the site (Desktop and mobile friendly) which decreases your development costs.

The Bottom Line

It truly depends on what your site is focused on and what you need it to do. Make your website user-friendly, helpful, and relevant and you will have the opportunity to rank in Google organic search, regardless of the website type.
